About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration is seeking a construction contractor to renovate the 6th floor of the Atlanta VA Medical Center into a 16-bed Community Living Center (CLC) unit for short-stay post-acute care patients. The project will involve comprehensive renovation work including replacing exterior windows, demolishing and replacing mechanical systems, modifying plumbing and electrical systems, and performing necessary asbestos and lead abatement. The solicitation (36C24725R0029) will be posted on SAM.gov on or about January 30, 2025, with a pre-proposal site visit to be announced in the full solicitation. The VA will utilize a Trade-Off Source Selection process to determine the best value proposal, with the complete solicitation requirements to be detailed in the forthcoming documentation. Interested contractors must submit their proposals by January 30, 2025, through the SAM.gov platform.

The contract is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and will be awarded as a Firm Fixed Price contract. The project has an estimated value between $5 million and $10 million, with a projected completion timeline of 500 calendar days after the Notice to Proceed. Contractors must be certified in the SBA database and registered in SAM, with strict limitations on subcontracting - no more than 85% of the contract value can be subcontracted to non-SDVOSB firms. The project falls under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million. Unique project considerations include maintaining limited access to the floor during construction and coordinating with ongoing construction activities on the 5th floor of the facility.
