About this opportunity
The Department of the Army Materiel Command, Mission and Installation Contracting Command at Fort Eustis issued a Special Notice on March 6, 2026 announcing its intent to negotiate and award a sole-source contract with Xtreme Labs for TRADOC Cloud Environment services. This is not a competitive solicitation, and the government has determined that only one responsible source exists to meet the requirement under the authority of 10 USC 2304(c)(1). The contracting action falls under NAICS code 513210 (Software Publishers) and will be procured using Simplified Acquisition Procedures for Commercial products and services under FAR Part 12. Interested parties have the opportunity to challenge this sole-source determination by submitting clear and convincing evidence that competition would be advantageous to the government.
The primary objective of this procurement is to establish cloud-based training environments incorporating both cloud and on-premises custom environments to support targeted scenarios for warfighter training and familiarization with cloud technologies. The requirement encompasses 1,445 total units of Microsoft Azure and AWS digital lab environments with specialized controls and configurations, along with 24/7 lab environment support for one year from the service start date. Contractors must submit written responses by the March 11, 2026 deadline demonstrating why competition should occur; oral communications will not be accepted. Eligibility to participate requires demonstrating capability to deliver the specified cloud training environments with comprehensive support services. If no affirmative written responses challenging the sole-source award are received by the deadline, the government will proceed with contract award without further notice.
