About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office has issued a Special Notice announcing their intent to award a single source contract to Xeos Technologies for specialized marine research equipment. The procurement involves the purchase of five GPS recovery beacons and six subsurface LED flashers valued at approximately $21,303.75, with delivery required by May 1, 2025. This notice is specifically for the U.S. Antarctic Marine Living Resources (AMLR) Program, which operates under NOAA's Southwest Fisheries Science Center's Ecosystem Science Division. The agency intends to use Simplified Acquisition Procedures under FAR Part 13 and Commercial procedures under FAR Part 12 for this sole source acquisition. The notice explicitly states that it is not a request for competitive proposals and no solicitation will be issued.
The sole source justification stems from the need for equipment compatibility with existing instruments used by the AMLR Program since 2018, as the program requires matching Xeos Technologies equipment for their Antarctic marine research moorings. Interested sources may submit capability statements by July 7, 2025, but must include technical capability and cost information with sufficient detail to demonstrate their ability to meet the requirements. Responses must be submitted via email only to specified NOAA contacts as Microsoft Word or Adobe PDF attachments totaling less than 20 MB, with the subject line "Notice of Intent 143051-25-0082." Market research confirmed that these specific Xeos XMI X Beacons and XMF Flashers are not available through General Service Administration or SAM.gov. While capability statements will be retained for future consideration, the government maintains sole discretion over the decision not to compete this requirement.
