About this file
This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for the U.S. Antarctic Marine Living Resources (AMLR) Program. The solicitation seeks to procure 5 sub-surface Iridium GPS recovery beacons and 6 sub-surface LED flashers from Xeos Technologies for an estimated value of $21,303.75, to be delivered by May 1, 2025. The procurement is sole-sourced due to the need for compatibility with existing equipment, as the AMLR Program has been using Xeos Technologies' equipment since 2018 and requires matching instruments for their Antarctic marine research moorings.
The document is associated with the Department of Commerce's NOAA Acquisition and Grants Office (AGO), specifically the Southwest Fisheries Science Center's Ecosystem Science Division. Market research confirmed these specific Xeos XMI X Beacons and XMF Flashers are not available through General Service Administration or SAM.gov. The solicitation is not a competitive proposal and sources interested in responding must submit capability statements via email to specific NOAA contact points, with attachments less than 20 MB.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
143051-25-0082
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Southwest Fisheries Science Center (SWFSC), Ecosystem Science Division (ESD).
2. Description of supplies or services required to meet agency needs (including the estimated value).
The U.S. Antarctic Marine Living Resources (AMLR) Program, part of the Ecosystem Science Division, conducts research in Antarctica pursuant to the Antarctic Marine Living Resources Act of 1984, which mandates basic and directed research programs to meet our legal obligation to implement the Convention for the Conservation of Antarctic Marine Living Resources. To achieve this objective, we deploy moorings equipped with various scientific sensors in the Southern Ocean to collect ocean circulation and backscatter data over broad timescales. These sub-surface moorings remain deployed for more than a year at a time, providing a cost-effective mechanism for collecting data. To recover them, we require sub-surface Iridium GPS recovery beacons and sub-surface LED flashers. We currently maintain an inventory of 8 beacons and 8 flashers. We require 5 more beacons and 6 more flashers to replace damaged instruments and to meet our legislative mandate. We require these supplies by May 1, 2025. Estimated value is $21,303.75.
3. Identification of the single source name to be solicited.
Xeos Technologies, 36 Topple Drive, Dartmouth, NS, B3B1L6, Canada, POC: Dan Ryan, (902) 717-12
4. Supporting rationale. Only one source is reasonably available as detailed below:
Since 2018, the U.S. AMLR Program has maintained an inventory of 8 Xeos XMI X beacons and 8 Xeos XMF flashers. We require 5 more beacons and 6 more flashers to replace damage instruments and to meet our legislative mandate. New beacons must be purchased from Xeos Technologies to ensure compatibility with existing equipment, avoiding the financial burden created by incompatible equipment. Equipment from Xeos Technologies is only available directly from the vendor.
5. Market Research.
Xeos XMI X Beacons and XMF Flashers were not available on General Service Administration or SAM.gov.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
