About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is seeking apartment rental services to support medical residents at the Charles George VA Medical Center in Asheville, North Carolina. The government requires four fully furnished, two-bedroom apartments with a minimum of 950 square feet each, located within 15 miles of the medical center. Each unit must include a full kitchen, in-unit washer/dryer, furnished living and bedroom areas, all utilities (water, electric, heat, air conditioning, trash, sewer, and HOA fees), regular and emergency pest control services, and 24-hour security. Award decisions will be based on technical factors (apartment location, furnishings, square footage, utilities, pest control plan, and security plan), past performance, and price, with technical and past performance weighted significantly more heavily than cost. Quotations must be submitted via email to Emily Donahue at Emily.Donahue@va.gov by May 4, 2026, at 10:00 AM EDT, with all responses requiring proof of Service-Disabled Veteran-Owned Small Business (SDVOSB) certification from the SBA database and a completed VA Notice of Limitations on Subcontracting certificate.
This opportunity is designated as a total Service-Disabled Veteran-Owned Small Business set-aside with an estimated total contract value of $34 million. The base contract period runs from July 1, 2026, through June 30, 2027, with four one-year option periods extending through fiscal year 2031. Contractors must complete a mandatory site visit with the Contracting Officer Representative prior to award and comply with VA compliance training and federal records preservation standards. Monthly invoicing will be consolidated into a single invoice for all four units, submitted through the VA Financial Services Center electronic system on a firm-fixed-price basis. The place of performance is Asheville, North Carolina, with the Contracting Officer being Emily Donahue at the Network Contracting Office 6 in Hampton, Virginia.
