About this opportunity

This is not a request for lease proposals. The VA invites written statements of capability from any party believing it can provide a suitable facility; responses will be considered solely to determine whether competitive procurement should be conducted. The Government assumes no responsibility for costs incurred in responding and does not obligate itself to award based on responses.
Place of performance is within a delineated area in Cumberland County, New Jersey, bounded by Route 55, West Landis Avenue, East Landis Avenue, South Main Road, and Route 47. Space must be available for occupancy by November 21, 2026, when the current lease at 79 West Landis Avenue, Suite 300, Vineland, NJ expires on November 20, 2026.
The VA requires approximately 13,900 square feet of clinical space to maintain the Cumberland County Community Based Outpatient Clinic operational. The estimated lease term is up to 10 years (5-year firm term, 5-year non-firm term). No tenant improvements are expected under the succeeding lease. The Government will consider alternative locations only if economically advantageous and all relocation costs can be offset through competitive bidding.

Notice text
DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION
The Department of Veterans Affairs (Government) intends to award a succeeding lease to VCC 79 West Landis Avenue, LLC, under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS. However, any party who believes it can provide a facility that would satisfy the above requirements is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award a lease contract.
The Department of Veterans Affairs currently occupies clinical and related space at 79 West Landis Avenue, Suite 300, Vineland, NJ 08362 in a lease that expires November 20, 2026. To satisfy the VA mission requirements, the current Cumberland County Community Based Outpatient Clinic must remain operational.
Term: Estimated term is up to 10-years (5-years firm term, 5-years non-firm term)
Tenant Improvements: No tenant improvements are expected to be made under the upcoming succeeding lease.
Space Availability: The space must be available for occupancy by November 21, 2026.
Rentable Square Feet: Approximately 13,900 Square Feet of Clinical Space.
Location: To be considered, space must be within the following delineated area:
North - Intersection of route 55 and W Landis Ave ending the intersection of E Landis Ave and S Main Rd.
East - Intersection of route 55 and W Landis Ave, along Rt. 55 ending at route 47
South - Along route 47 ending at the intersection of S Main Rd and route 55.
West - Intersection of route 55 and S Main Rd, along S Main Rd ending at the intersection of E Landis Ave and S Main Rd.
The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The Government will consider leased space located in another existing building providing all costs mentioned above can be offset by competition.
Affirmative responses to this advertisement: Interested parties are invited to submit the above notice and evidence via email to Maricela.Everitt@va.gov no later than Monday, July 20, 2026 at 12:00 PM EST. Telephone responses shall not be accepted.
RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON ANY AFFIRMATIVE RESPONSE TO THIS ADVERTISEMENT.
