This is a sources sought notice and advertisement for a sole source lease award under the General Services Acquisition Manual Part 570.402, which allows for non-competitive awards when alternative locations would result in substantial duplication of costs. The government is currently occupying space in Gloucester with a lease expiring May 31, 2026, and intends to pursue a sole source acquisition unless the VA determines that competitive procurement is economically advantageous. Key requirements include approximately 3,365 ABOA or 4,825 rentable square feet of space that is ADA-compliant, preferably first-floor contiguous, with 22 on-site parking spaces including 2 ADA-compliant spaces at the main entrance. This procurement carries no set-aside designation. The current lease holder is the incumbent at the existing Gloucester location, though the notice does not identify the specific contractor by name. No award value or budget range is specified in the notice, as the government is conducting market research to determine whether to proceed competitively or with a sole source award. The estimated lease term is up to 10 years total, consisting of a 5-year firm term and 5-year non-firm term, and the space must be currently available for occupancy and located within Gloucester, MA city limits. DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION

The Department of Veterans Affairs (Government) intends to award a succeeding lease under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.

THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the below requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim.
