About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is conducting market research to identify potential lessors of a specialized commercial space in Pittsburgh, PA. The agency seeks up to 9,990 Rentable Square Feet (RSF), yielding 7,400 Net Usable Square Feet (NUSF) for a combination of manufacturing, research, prototyping, and light industrial purposes. Key contract requirements include ground floor level access with an integral loading dock, 10 dedicated parking spaces (including ADA-compliant spots), and a location within specified Pittsburgh boundaries. The space must be contiguous, outside the 100-year flood plain, and comply with Whole Building Design Guide standards for light industrial use. Interested parties, particularly Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), are invited to submit expressions of interest by December 17, 2024, to Lease Contract Specialist Ashley Saeler.

The pre-solicitation notice does not include a specific set-aside designation, allowing both small and large businesses to respond. The potential lease term spans up to 10 years, with 5 years firm and 5 years soft, indicating flexibility for the selected property. While no specific award value is mentioned, the government is legally limited to paying no more than the appraised fair rental value for the space. SDVOSB and VOSB firms must be registered in the U.S. Small Business Administration Veteran Small Business Certification (VetCert) and provide detailed capabilities statements, including past project experience, financial capability evidence, and System for Award Management (SAM) registration. The space requirements are extensive, encompassing various specialized rooms such as offices, cubicle areas, 3D printer rooms, metal printer rooms, soft-goods fabrication areas, and industrial spaces totaling approximately 7,400 Net Usable Square Feet.
