About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking a venue for the annual Military Law Training Symposium (MLTS), now renamed the JAGC Reserve Readiness Training (JRT), to be held in San Diego/Point Loma from May 2-4, 2025. The training will support approximately 500 Navy Reservist judge advocates and Legalmen, focusing on critical legal readiness training across military justice, operational law, legal assistance, and command services domains. The procurement is specifically for a conference venue with ancillary charges such as conference room fees and AV/IT support, with strict requirements that the facility must be within walking distance of the Navy Gateway Inn and Suites in Point Loma, adhering to JTAR lodging regulations. The pre-solicitation notice indicates a Request for Information (RFI) with responses due by December 23, 2024, and the venue must accommodate both in-person and live-streamed training sessions. The contract will not include catering, lodging, or additional peripheral charges.

The opportunity is classified under NAICS category 611430 for Professional and Management Development Training and PSC category X1AB for Lease/Rental of Conference Space and Facilities. There are no specific set-aside designations for this procurement, suggesting it will be open to all qualified vendors. While the exact award value is not specified, the contract will cover venue rental and technical support for a large-scale military training event involving 500 personnel. The training is scheduled for a three-day period in May 2025, with significant emphasis on ensuring the venue meets strict military lodging and proximity requirements. The procurement strategy demonstrates the Navy's need to balance training readiness with constrained funding by utilizing a hybrid in-person and virtual training approach.

judge advocates and Legalmen - that serve the Navy. A critical part of NRLP legal readiness training is the required in-person annual Military Law Training Symposium (MLTS) (being renamed JAGC Reserve Readiness Training (JRT)). This training includes updates on all legal areas of Navy practice including military justice, operational law, legal assistance, and command services. MLTS/JRT is the main opportunity for NRLP leadership to ensure Reserve legal personnel are mobilization ready with the agility a sudden international conflict would require. Due to Reserve funding limitations, NRLP intends to hold MLTS/JRT in San Diego/Point Loma area for a limited number of in-person attendees while live-streaming the training for several hundred virtual attendees.

This recent funding limitation has severely narrowed options for an appropriate training venue. We will only be contracting for the venue with ancillary charges such as conference room related fees and the AV/IT support. There will be no catering, lodging, or other charges added to this contract.

2. PROCUREMENT STRATEGY

2.1. The requirement owner is requesting only a venue in accordance with this SOW that would have to be within walking distance per the JTAR lodging restrictions/orders/ regulations for approximately 500 Reservist. The order and JTAR require the reservist to stay at Navy Gateway Inn and Suites in Point Loma, CA under COMNAVRESFOR 4650.1C
