About this opportunity

The National Guard Bureau has announced sole-source procurement of Dark Wolf Ventures' battle tracking and communications equipment for the Army National Guard Warrior Training Center (W912JM), with response deadline October 24, 2026. This acquisition is restricted to Dark Wolf Ventures as the sole responsible source; the justification for other than full and open competition cites 10 U.S.C. 2304(a)(1) and FAR 6.302-1, asserting that Dark Wolf Ventures holds exclusive patents for products that bridge voice and data from embedded devices across LMR and satellite radio within a single field-deployable kit.

The procured system—the Dark Wolf Howler Deployment Kit with associated accessories, Dark Wolf Satellite Backhaul System where required, ATAK plug-in, activation files, training, and technical support—addresses mission command requirements in austere and rapidly evolving environments. The system's ability to combine and retransmit multiple waveforms maintains continuous communication between internal team members and external organizational partners; the Government asserts that failure to procure this equipment would critically limit mission command execution during large-scale training events.

The firm-fixed-price delivery order carries an estimated value of $424,449.80 and will be funded under Army Operations and Maintenance. Contract approval occurred September 17, 2026. The justification document will be posted on SAM.gov for the required 30-day transparency period.

Notice text

This equipment also offers the ability to combine and retransmit multiple waveforms, a capability that is vital for maintaining continuous communication with both internal team members and external organizational partners. This functionality directly contributes to improved command and control, particularly in rapidly evolving or austere environments where communication flexibility is essential. Failure to procure this equipment would critically limit our ability to execute mission command effectively during large-scale training events and would degrade the organization’s overall ability to support training events. Therefore, acquisition of this system is both justified and necessary to ensure mission success and maintain operational effectiveness.
