About this file

This is a Justification Review Document for other than full and open competition issued by the National Guard Bureau on September 23, 2025. The document authorizes a sole-source contract action for the ARNG-OG CRX Communications Requirement with an estimated price of $424,449.80. The contracting activity is the Army National Guard Warrior Training Center (W912JM), with CPT David Preston serving as the technical representative and Melvin F. Reid Jr. as the contracting officer.

The requirement is for a firm-fixed-price delivery/task order to Dark Wolf Ventures LLC for acquisition of the Dark Wolf Howler Deployment Kit with associated accessories, the Dark Wolf Satellite Backhaul System (SBS) where required, Dark Wolf Ventures ATAK plug-in, activation files, training, and technical support. This is a new contract with no follow-on contract required and will be funded under O&M, Army. The justification for sole source procurement cites 10 U.S.C. 2304(a)(1) and FAR 6.302-1, asserting that Dark Wolf Ventures is the only responsible source capable of meeting the mission requirements. The justification specifically notes that Dark Wolf Ventures is the sole manufacturer offering a product that bridges voice and data from an embedded device between LMR radio and satellite radio within a single field-deployable kit, and that several required products are protected by United States patents held solely by Dark Wolf Ventures (specifically U.S. Patent No. 11,690,166 B1 and U.S. Patent Nos. 7,965,231 and 8,416,132). The document was approved by the Chief of the Contracting Office on September 17, 2026, and by the Contracting Officer on the same date. Per posting requirements, the justification must be posted on SAM.gov within 14 days after contract award for a minimum of 30 days.

This is a firm-fixed-price delivery/task order to Dark Wolf Ventures LLC for the acquisition of the Dark Wolf Howler Deployment Kit, together with associated accessories, the Dark Wolf Satellite Backhaul System (SBS) where required, the Dark Wolf Ventures ATAK plug-in, activation files, training, and technical support. This is a new contract with no follow-on contract required.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements

Cite 10 U.S.C. 3204(a)(1) for defense agencies, as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This authority applies because the required supplies are available from only one responsible source. Mission requirements are dictated by situational conditions inherent to field exercise command and control. Mission requirements call for direct, one-on-one coordination with 1st Army, including consistent monitoring and communication throughout mission duration. Dark Wolf Ventures is the only manufacturer offering a product that bridges both voice and data from an embedded device between the LMR radio and the satellite radio within a single field-deployable kit. Furthermore, several products required are protected by United States patents held solely by Dark Wolf Ventures LLC.

These are primarily U.S. Patent No. 11,690,166 B1, “PCB Board for Multi-System Interconnect” and U.S. Patent Nos. 7,965,231 and 8,416,132 which cover technical protocols and commands. Award to any other source would require duplication of patented technology that is unavailable from any other vendor, and would result in substantial additional cost to the Government that is not expected to be recovered through competition.
