About this opportunity

The Department of the Army Corps of Engineers Engineering District San Francisco is conducting market research for genetic data collection and analysis services at the Warm Springs Dam Hatchery. This Request for Information seeks sources capable of providing genetic analysis on salmon and steelhead fish populations in the Russian River basin, focusing on increasing genetic diversity and avoiding close relative mating in Coho salmon and Steelhead programs. The work involves molecular genetic analysis using at least 95 single nucleotide polymorphism markers and genetic sex identification assays, with the contractor responsible for genotyping potential broodstock, creating spawning matrices, evaluating natural origin fish, and providing technical expertise for regional fish population recovery efforts. No evaluation criteria have been established as this is strictly a market research exercise under NAICS code 541690 (Other Scientific and Technical Consulting Services). Interested parties must submit responses via email to james.neal@usace.army.mil by September 25, 2025, and no awards will be made from this sources sought notice.

No current contractors or incumbents are identified in the notice. The Performance Work Statement indicates this will be structured as a firm fixed-price contract with a 400-day performance period covering genetic analysis for the 2025-26 spawning seasons. The government will provide tissue samples while the contractor performs analysis at their own facilities, delivering all results in PDF format to the Contracting Officer's Representative. No budget ranges or award values are specified at this preliminary market research stage.
