About this opportunity
The Department of the Air Force Materiel Command at Wright-Patterson Air Force Base is conducting market research to identify qualified sources capable of designing and constructing a heavy interior seismic mass foundation for a vibration table system, with responses due July 13, 2026. This procurement is set aside for total small business.
Work occurs inside Building 255 at Wright-Patterson AFB, Ohio, under a strict 14-foot height clearance limit and operating window of Monday through Friday, 7:30 AM to 4:00 PM, excluding federal holidays. The foundation must support a minimum mass of 527,000 pounds within a footprint of 176 inches by 372 inches and requires demolition of existing concrete flooring, excavation to approximately 92 inches depth, debris removal, and construction of a new concrete foundation block.
The baseline design specifies 4000 PSI concrete at standard density (152 lb/cu foot) at an estimated 92-inch depth; the Government is open to alternative approaches using high-density materials or dense reinforcement if they reduce overall project cost. The Air Force specifically seeks engineering feedback on cost-effectiveness tradeoffs between excavation depth and material density, and recommendations for vibration isolation methods.
Interested parties must submit a Capability Statement including CAGE Code, UEI, point of contact, business size and socio-economic status, bonding capacity (single and aggregate), and relevant technical experience in heavy equipment foundations or seismic mass construction. This is a pre-solicitation sources-sought effort; no price proposals or solicitation number has been established.
