About this opportunity

The Internal Revenue Service (IRS) Criminal Investigations (CI) Nationally Coordinated Investigation Unit (NCIU) is seeking information about a centralized database for worldwide passenger air travel data through a Request for Information (RFI). This procurement is designed to identify data providers capable of supplying aggregated, searchable passenger travel information for investigative purposes. The RFI aims to determine potential providers, their available products, and technical features, with no commitment to actually procure services at this time. Interested parties must submit their response and capabilities document via email to Adam.Billmeier@ci.irs.gov by April 25, 2025, at 4:30 PM EST. The government emphasizes that all submissions will become government property, and respondents will not be reimbursed for any costs associated with preparing their response.

The pre-solicitation notice does not indicate any specific set-aside designations for this opportunity. No incumbent contractors or specific award values are currently disclosed in the documentation. The planned delivery period for the potential database is September 29, 2025, with no current specification of limitations or security requirements. The IRS CI may potentially conduct follow-up discussions with potential offerors to clarify capabilities and assess development or certification risks. The procurement is focused on obtaining data through potential sharing agreements with commercial airlines and partner agencies, with a preference for anonymized data types that can support investigative needs.
