About this opportunity
The 55th Contracting Squadron at Offutt Air Force Base is pursuing a sole-source contract for a World War II air-to-ground attack reenactment at the Offutt AFB "Defenders of Freedom" Air and Space Show on August 8–9, 2026, with a sources-sought deadline of June 16, 2026.
The Government intends to award exclusively to Commemorative Air Force (operating as Tora Tora Tora, CAGE 06JG4), finding them the only responsible source capable of meeting requirements. The reenactment requires eight replica Japanese aircraft (Mitsubishi A6M Zero fighters, Aichi D3A dive bombers, and Nakajima B5N torpedo bombers), realistic ground-based pyrotechnic detonations, and historical narration. Tora Tora Tora pilots hold FAA and Commemorative Air Force certifications; the pyrotechnic team holds state and federal ATF licensing for high-hazard pyrotechnics.
Performance runs from Friday, August 7, 2026 (arrival by 12:00 PM CST for rehearsal) through Sunday, August 9, 2026 (departure no later than 12:00 PM CST on August 10). The contractor must perform a minimum of one 10–15 minute flight per day and comply with all FAA guidelines and Approved Warbird guidance per AFI 10-1004. The Government provides aviation fuel (up to 1,400 gallons of 100LL), smoke and engine oil, hangar space, 21 hotel rooms, eight automobiles with fuel, support vehicles for the pyrotechnic team, one meal per performer on August 8–9, aircraft security, and crowd control. The contractor must obtain Civil Aircraft Certificate of Insurance (DD Form 2400), Civil Aircraft Landing Permit (DD Form 2401), and Civil Aircraft Hold Harmless Agreement (DD Form 2402) prior to landing.
Full performance fees are due if the contractor is on site and ready to perform, regardless of weather or mechanical conditions preventing flights; any deposit is returned if physically unable to perform. All responsible entities may submit capability statements in response to this sources sought.
