About this opportunity

The Department of Health and Human Services Centers for Disease Control and Prevention (CDC) is seeking contractors to provide outreach and education services for the World Trade Center (WTC) Health Program. The program aims to increase awareness and participation among eligible 9/11 survivors and responders, with a focus on underrepresented populations including Spanish and Chinese-speaking survivors, low-income individuals, young adult survivors, and non-traditional responders. Contractors must demonstrate expertise in designing and executing targeted outreach campaigns, with a requirement to reach a minimum of 750 potentially eligible persons annually, including 250 novel contacts. The sources sought synopsis requires responses limited to 10 pages, detailing the contractor's expertise, past performance metrics, and available resources for each targeted population group. Responses are due by February 3, 2025, at 4:00 PM ET, with questions accepted until January 20, 2025.

The contract will be classified under NAICS code 813319 (Other Social Advocacy Organizations) with no specific set-aside designation. The current work is performed under four existing contracts, and the anticipated contract will have a period of performance from June 1, 2025, to May 31, 2030, consisting of a base year and four option years. The program estimates approximately 400,000 people were impacted by the 9/11 attacks, with current enrollment at only 34% of that total. The contract type is expected to be Firm Fixed Price, with the possibility of multiple awards, though the exact number is undetermined. Contractors must provide comprehensive outreach services, including hosting in-person events, developing marketing materials, placing public service announcements, conducting social media campaigns, and providing application assistance. The government anticipates supporting the WTC Health Program's mission of providing medical monitoring and treatment to 9/11 survivors and responders through these targeted outreach efforts.
