About this opportunity

The Centers for Disease Control and Prevention (CDC) is seeking contractors to provide outreach, education, and support services for the World Trade Center (WTC) Health Program, which supports 9/11 survivors and responders. The solicitation (RFQ 75D30125Q00092) targets three specific populations: Survivor Population, Responder Population, and Young Adult Population. Offerors may submit proposals for one, two, or all three target groups, with each proposal requiring a technical and business approach demonstrating the ability to engage a minimum of 750 potentially eligible individuals annually, including 250 novel contacts. Proposals will be evaluated on technical approach, demonstrated experience, staffing plan, past performance, and price, with technical factors weighted more heavily than cost. The solicitation requires electronic submission of proposals by 4:00 PM EST/EDT on 4/30/2025, with a three-part evaluation process that allows the government to award multiple contracts or no contracts for each target group.

Contractors will be required to use Program-provided materials, develop culturally sensitive outreach strategies, and participate in monthly Outreach Coordination Calls.
