About this opportunity
Bechtel Plant Machinery Inc. (BPMI), acting on behalf of Fluor Marine Propulsion, LLC, is seeking workforce development solutions for the submarine industrial base (SiB) through a Department of Energy pre-solicitation notice. The primary objective is to address critical staffing challenges in skilled trades, specifically targeting the recruitment, training, and retention of workers in roles such as welding, machining, CNC programming, and non-destructive testing. Vendors are requested to provide comprehensive solutions that can assess current workforce demands, evaluate existing training capabilities, and outline potential expansion strategies for developing a robust talent pipeline. The opportunity requires respondents to submit detailed information referencing the problem statement's enumerated list items, with a Q&A session scheduled for February 25th at 1 PM EST. Interested parties must submit their responses by April 30, 2025, with the goal of identifying organizations capable of creating effective training programs for the Naval Nuclear Propulsion Program.
The pre-solicitation notice does not indicate a specific set-aside designation, making the opportunity open to a broad range of vendors. While no specific award value is mentioned, BPMI plans to select and engage vendors in a follow-on funded effort, which includes an 8-week market study Request for Proposal (RFP). The geographic focus will primarily cover the Northeast, mid-Atlantic, and Midwest regions, with an emphasis on developing training solutions for skilled trades across various educational and skill levels. The solicitation is flexible, accepting both brick-and-mortar and digital training approaches, and seeks vendors who can demonstrate experience with large component manufacturing and familiarity with Naval Nuclear Propulsion Program standards. Notifications about selected vendors are expected to be communicated within weeks of the posting's closure, signaling a potentially rapid procurement timeline for the right solution.

Update #2 · Latest ·
The submarine industrial base (SiB) has hundreds of vendors seeking talented workers in skilled trades. The current challenge is for the SiB vendors to find, attract, train, place, and retain this workforce (ie. workforce development) to increase their productivity to meet shipbuilding demands. One critical need in the SiB is a robust training pipeline to get skilled and knowledgeable tradespeople into open production roles for existing vendors. This posting request interested workforce development vendors to provide a response which addresses the problem statement document. An expanded submission window for responses is being provided.
A Q&A was held February 25th at 1PM EST, a summary of the Q&A is included as an attachment to this posting for reference.
