Vendor Workforce and Training Development Problem Statement:

The submarine industrial base (SiB) has hundreds of vendors seeking talented workers in skilled trades. The current challenge is for the SiB vendors to find, attract, train, place, and retain this workforce (ie. workforce development) to increase their productivity to meet shipbuilding demands. One critical need in the SiB is a robust training pipeline to get skilled and knowledgeable tradespeople into open production roles for existing vendors.

BPMI is seeking responses for establishing, developing, or expanding a skilled trades training and development program for the following skilled trades that are considered critical to supporting the SiB:

· Welders

· Machinists

· CNC Programmers

· Non-Destructive Testing Responses should identify the following information relating to the training and development program proposed. Interested organizations should submit an expression of interest that answers the items of this problem statement, which will be assessed by BPMI to identify if follow-on engagement and contracting is warranted. BPMI is independently engaging some vendors in parallel with this problem statement and open call.

1. Demand Signal & Throughput

a. What is your assessment on the number of open skilled trades positions that need to be filled across the SiB?

b. What is your assessment for the geographic breakdown of need for these open skilled trades positions?

2. Current Workforce Development Activities and Capabilities

a. Does your company/organization seek to; (1) establish and develop a new training and development program or (2) expand an existing training program, in the skilled trades identified to support large component manufacturing in the SiB?

b. Identify the industry standards/certifications/accreditations your program(s) train individuals to, if any.

i. Does the training program align with any registered apprenticeship programs?

c. How does your training development program mitigate the need to re-train, or additionally train, the labor force once exited from a training program? (i.e. How will trainees be plug and play for vendors in the SiB?)

d. How does your training program compare to other competitive training/apprentice programs?

e. How many manufacturers is your training program working with?

i. Please list these companies, if possible.

ii. How many of these manufacturing partners are part of the SiB?

iii. Please describe to what degree these manufacturers influence your training program.

f. Please identify how many trainees you have previously progressed through your program to manufacturers.

g. How many trainees can your program “graduate” each year?

h. Where is your training facility located?

i. Is your training program capable of providing hands-on experience for large (thousands of pounds and tens of inches) component production and/or SiB components?

j. Does your training program(s) provide training in multiple skills (e.g. Machining, Welding, Inspections, etc.) needed in the SiB? (note: not necessarily training the same people in multiple skills)

k. Identify if you are familiar with the Naval Nuclear Propulsion Program (NNPP) standards

i. If so, please identify workforce development services that meet NNPP requirements and/or specifications per skilled trade.

3. Future Workforce Development Activities and Needs

a. Could your company/organization provide/develop workforce development programs for the SiB as a future engagement or offering?

b. What services or programs does your company/organization seek to expand into that may support the SiB?

c. Identify standards/certifications/qualifications your program(s) plan to expand into, highlighting those that may support the SiB.
