About this opportunity
The US Embassy Singapore is soliciting quotes for Work Injury Compensation Insurance coverage for its locally employed staff through Request for Quote number 19SN1025Q0033. The Department of State requires a one-year insurance contract running from September 1, 2025 through August 31, 2026, providing coverage that complies with Singapore's Work Injury Compensation Act (WICA) for work-related injuries, medical expenses, and potential compensation for permanent incapacity or death. Offerors must demonstrate their ability to perform the work, maintain registration in the System for Award Management (SAM), and submit complete proposals including Standard Form 1449, pricing schedules, representations and certifications, and proof of SAM registration. The government intends to award a firm-fixed price contract to the responsible company submitting the lowest-priced acceptable offer, potentially without conducting discussions. All proposals must be submitted electronically to sgprocurementrfq@state.gov by July 21, 2025 at 4:30 PM Singapore Time, with files in PDF format not exceeding 30MB per submission.
This procurement does not utilize any set-aside designations and no incumbent contractors are identified in the solicitation materials. The insurance coverage must account for a total annual payroll of approximately $12,265,220 for both manual and non-manual staff positions, with premiums calculated as a percentage of this payroll amount. The contract will include a separate line item for Singapore's Goods and Services Tax (GST) in addition to the base insurance premium costs. Performance will take place in Singapore, where the US Embassy operates and employs the local staff requiring coverage. The one-year contract term provides a defined service timeline, though no specific total contract value estimates are disclosed in the available documentation.
