About this opportunity

The Department of Defense Education Activity (DoDEA/DoWEA) is conducting market research through a Request for Information (RFI) to identify commercially available, off-the-shelf courseware for a credit-bearing, virtual high school work ethics course, with RFI responses due by May 15, 2026 at 12:00 PM Eastern Standard Time. No set-aside applies.

DoWEA operates 41 high schools serving approximately 12,727 students globally and seeks a half-credit, 18-week course for grades 9–12 that emphasizes work ethic, career readiness, and exploration of postsecondary pathways including skilled trades. The anticipated period of performance extends from September 15, 2026 through September 14, 2031. DoWEA expects one award. The scope includes courseware content, synchronous professional learning for 132 instructors and 7 CTE specialists, and comprehensive technical support.

The courseware must be LTI-compliant and SCORM-packaged for integration with DoWEA's existing Learning Management System (Schoology and Google Classroom) without standalone hosting. Industry-recognized credentials or certificates of completion are required. DoWEA instructors will serve as facilitators and proctors; the contractor supplies all instructional materials and lesson plans.

Security compliance must meet FedRAMP Moderate (Level 2) or equivalent standards demonstrating NIST SP 800-53 control alignment. Formal FedRAMP authorization is preferred but not required if alternative documentation demonstrates equivalent controls. The contractor must support enterprise integration including Identity, Credential, and Access Management, single sign-on protocols (SAML, OAuth, OpenID Connect), and standard data exchange formats (LTI, OneRoster, Common Cartridge). A Voluntary Product Accessibility Template or equivalent Section 508/WCAG documentation is required. DoWEA requires enterprise-level internal-use rights permitting access, integration, reproduction, and modification of all instructional materials with continuity of use protections.

Responses limited to 20 pages should be submitted to London Thomas, Contract Specialist (london.thomas@dodea.edu), and Alim Koroma, Contracting Officer (alim.koroma@dodea.edu). The question deadline is May 7, 2026 at 12:00 PM EST. DoWEA has indicated interest in an industry day focused on demonstrations and architectural discussions. Not responding to the RFI does not preclude participation in any future acquisition.
