About this file
This is a Request for Information (RFI) issued by the Department of War Education Activity (DoWEA) seeking market research on commercially available, off-the-shelf (COTS) work ethics courseware for high school students.
DoWEA seeks a ½-credit virtual high school course focused on work ethics as a primary life skill, with an anticipated period of performance from September 15, 2026 to September 14, 2031. The course must culminate in an industry-recognized certification relevant to skilled trades and be suitable for delivery to approximately 13,000+ students across 41 DoWEA high schools worldwide, as well as 2,000+ military-connected students in non-DoWEA schools. The courseware must emphasize work ethics development, exposure to real-world career pathways including skilled trades, character development, and personal accountability. DoWEA expects to make one award. The RFI is for information and planning purposes only and does not constitute a commitment to issue a future RFQ or RFP. Responses are due by May 15, 2026 at 12:00 PM Eastern Standard Time and should not exceed 20 pages. Respondents should submit information addressing course content and learning objectives, assessments and student certifications, instructor resources and implementation support, professional learning and instructor preparation, technical support and digital delivery, security and compliance, data rights and intellectual property, and organizational capability. i.e., all costs associated with responding to this RFI are solely the responder’s responsibility.

2.0 Overview
2.1 Agency: For school year (SY) 2026-27, the Department of War Education Activity (DoWEA) will provide PK-12 instruction in 161 schools to over 67,000 dependents of military and civilian employees. In the Americas, DoWEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoWEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the
Pacific, DoWEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoWEA also operates a virtual high school with teaching hubs in the Americas, Europe, and Pacific. All DoWEA schools are accredited through COGNIA. DoWEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.
2.2 Background: The Department of War Education Activity (DoWEA) has a long and proud history of providing education to students of military connected families on military installations globally who would otherwise not have access to a high-quality public education. DoWEA is the umbrella organization that plans, directs, coordinates, and manages the education programs for Department of War (DoW) dependents in service to military families at locations around the globe.
2.3 Summary: DoWEA envisions the development of a structured, systemwide approach to supporting students’ exploration of postsecondary career pathways beyond traditional university‑track options, including careers in the skilled trades. Through this effort, DoWEA seeks to provide students with meaningful exposure to workforce‑relevant information and the development of positive work ethic as a foundational life skill applicable across all career paths. This courseware would support informed student decision‑making, promote personal accountability, and broaden awareness of high‑demand career opportunities that align with evolving workforce needs. At present, DoWEA does not have an existing course or contractual solution that fulfills these objectives, and this RFI is intended to inform potential approaches for addressing this identified need.
