About this opportunity
The Department of Defense Education Activity seeks an established, semester-long Career and Technical Education work ethics curriculum for high school delivery, with proposals due July 14, 2026 at 12:00 PM Eastern Time. The procurement is a Women-Owned Small Business (WOSB) set-aside restricted to Economically Disadvantaged WOSBs (EDWOSBs), and will be awarded as a single Firm Fixed Price Indefinite Delivery Indefinite Quantity contract.
Place of performance is Alexandria, Virginia. The curriculum, provisionally titled "Work Ethics First," must emphasize skilled trades as dignified, in-demand career alternatives to university-track paths and instill character and personal accountability as core components of career success. The contractor must provide an established, commercially available curriculum with proven high school implementation success, delivered by educators across 40 schools serving military-connected students worldwide, including CONUS, Europe, and Pacific regions.
Base-year quantities include tiered courseware (19 Tier 1 units for schools with up to 250 students; 12 Tier 2 units for 251–500 students; 8 Tier 3 units for 501–1,000 students), 39 instructor certifications, 39 toolbox units, shipping at 20 percent, and 12 months of technical support. Four optional one-year periods extend through September 14, 2031, with reduced instructor certification quantities in option years. The estimated contract value is $24,000,000.
Contractors must provide five student access codes and five instructor access codes for any digital components to support government evaluation. Technical requirements include FedRAMP Level 2 security standards (waivable case-by-case), Section 508 accessibility conformance, SCORM compliance, single sign-on integration via ClassLink or equivalent, data encryption (AES-256 at rest, TLS in transit), and 24/7/365 system access with no more than one unscheduled outage annually. All contractor personnel with data access must be U.S. citizens. Student resources must support a 75 percent minimum pass rate on summative assessments, and instructor professional learning must achieve at least 80 percent participant satisfaction.
Amendment 0003, issued July 9, evaluates proposals on technical approach (40 percent), past performance (40 percent), and price (20 percent). Vendors must submit three past performance references demonstrating recent, relevant experience. All submissions must include completed pricing sheet, Terms of Service addendum, Section 508 Accessibility Conformance Report with VPAT, Cloud Questionnaire, FAR and DFARS provisions certifications, Privacy Checklist, Privacy Assessment DD Form 2930a, Performance Work Statement, and Present and Past Performance Questionnaire. The NAICS code is 611710, Educational Support Services. Questions were due July 2, 2026; Amendment 0001 issued July 6 included Questions and Answers and an updated pricing sheet that vendors must review before submission.

DoWEA requires an established high school, semester-long Career and Technical Education (CTE) work ethics-focused curriculum—provisionally named Work Ethics First—with a proven track record of successful implementation, to be delivered by educators.
