About this opportunity

The National Oceanic and Atmospheric Administration seeks a comprehensive asbestos survey and assessment of its Northeast Fisheries Science Center Woods Hole campus, with quotes due September 9, 2026 at Noon EDT. The procurement is 100% set aside for Small Businesses under NAICS 541620 (Environmental Consulting Services), with a size standard of $19 million.

Place of performance is Woods Hole, Massachusetts, encompassing five buildings totaling approximately 60,025 square feet across 166 Water Street and 22 Albatross Street. Work must be completed within 90 calendar days from Notice to Proceed, with standard hours 0800–1600 EST Monday–Friday, though work outside normal business hours may be required.

The scope consists of four firm-fixed-price phases plus one optional labor-rate CLIN: Phase I, a facility-wide asbestos survey by an EPA AHERA-certified/State-licensed Asbestos Inspector identifying and mapping suspect friable and non-friable materials with bulk sampling per EPA protocols; Phase II, laboratory analysis by an NVLAP-accredited laboratory using Polarized Light Microscopy; Phase III, a comprehensive assessment report with computer-generated plan views, color photographs, and ACM Registry Map, due within 60 days of award; and Phase IV, an Employee Information and Notification Plan with OSHA 29 CFR 1910.1001-compliant warning signage if ACM is confirmed, due within 90 days of award. The contractor furnishes all labor, supervision, tools, materials, equipment, laboratory testing, and disposal services.

This contract is subject to Service Contract Act wage determination WD #2015-6101 Revision 5, effective August 13, 2026, covering Provincetown and Truro, Massachusetts, with prevailing wage rates ranging from $16.70 to $76.99 per hour depending on occupational classification, plus uniform fringe benefits of $5.92 per hour health and welfare, paid vacation (2–4 weeks based on tenure), and eleven paid holidays annually.

Amendment 1, effective September 1, 2026, extends the questions deadline to Noon EDT on September 3 and adds an optional site visit on September 2, 2026 at 1:00 PM EDT at 166 Water Street. Quotations must be submitted electronically to charles.kendall@noaa.gov. Evaluation prioritizes technical approach and capability as the primary factor, with price as secondary.
