The contractor must provide all labor, supervision, tools, materials, equipment, laboratory testing, and disposal services necessary to complete the comprehensive assessment and establish a legally compliant Asbestos Management Plan.

The scope includes four primary phases: Phase I—a comprehensive facility-wide asbestos survey conducted by an EPA AHERA-certified/State-licensed Asbestos Inspector to identify and map all homogeneous areas of suspect friable and non-friable materials with bulk sampling per EPA protocols; Phase II—laboratory analysis using Polarized Light Microscopy (PLM) by an NVLAP-accredited laboratory; Phase III—comprehensive assessment report detailing locations, quantities, conditions, and categorization of all confirmed ACM with computer-generated plan view drawings, color photographs, and an explicit inventory; and Phase IV—an Employee Information and Notification Plan with informational sheets and OSHA 29 CFR 1910.1001-compliant warning signage if ACM is confirmed. All work must be completed within 90 calendar days from the Notice to Proceed. Three mandatory deliverables include the Asbestos Survey Work Plan & Sampling Strategy (prior to field sampling), the Comprehensive Asbestos Assessment Report with NVLAP lab results and ACM Registry Map (within 60 days of award), and the Employee Communication & Notification Package with Signage Drafts (within 90 days of award). The contractor must furnish all resources, materials, and services; no government-furnished resources are provided. Standard hours of operation are 0800–1600 EST Monday–Friday (except federal holidays), though work outside normal business hours may be required. An optional line item for unexpected additional labor hours at a set per-hour rate is available.

The National Oceanic and Atmospheric Administration (NOAA) operates the Northeast Fisheries Science Center (NEFSC) / Woods Hole Laboratory located at 166 Water Street & 22 Albatross Street in Woods Hole, MA. To maintain regulatory compliance, mitigate occupational hazards, and ensure a safe working environment for all personnel, the facility requires environmental safety assessments.

A recent safety inspection identified a lack of comprehensive documentation regarding the presence, location, and volume of Asbestos-Containing Materials (ACM) across the facility's structures as a critical actionable finding.

1.2 SCOPE

1. The Contractor shall provide all labor, supervision, tools, materials, equipment, laboratory testing, and disposal services necessary to perform a comprehensive records review and a physical facility-wide asbestos survey, analyze suspect materials, compile a definitive ACM registry, and draft employee notification materials.

2. This project involves conducting an asbestos survey in 5 separate buildings, (The

Contractor shall verify all dimensions and equipment prior to submitting bid quotation):

a. Aquarium – 28,812 sq ft

b. Main Building – 25,070 sq ft

2.1 ASBESTOS CONTAINING MATERIALS (ACM) ASSESSMENT

1. Phase I: Asbestos Survey & Sampling:

a. The Contractor shall conduct a comprehensive, facility-wide asbestos inspection across all buildings. This survey must be executed by an Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA)-certified / State-licensed Asbestos Inspector.

b. The Contractor shall systematically identify, categorize, and map all Homogeneous Areas (HAs) of suspect friable and non-friable materials.

c. The Contractor shall collect bulk physical samples following EPA-approved protocols.

i. For the property the inspector shall:

1. Visual Inspection: Identify all suspect materials in accessible and hidden areas.

2. Inspect all suspected ACBM to determine whether they are friable.

3. Identify all homogeneous areas of suspected ACBM.

4. For each identified homogeneous area, the material shall be sampled in accordance with OSHA section 1910.1001 pursuant to the requirements of 763.86 of 40 CFR Part 763.

5. For each identified homogeneous area, the material shall be assessed in accordance with OSHA section 1910.1001 pursuant to the requirements of section 763.88 of 40 CFR Part 763.

2. Phase II: Laboratory Analysis:

a. Samples must be analyzed by a laboratory accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) using Polarized Light Microscopy (PLM).

3. Phase III:ACM Report, ACM Registry and Mapping:

a. The Contractor shall draft a comprehensive asbestos survey report that summarizes the findings and clearly identifies all materials containing regulated Asbestos-Containing Materials (ACMs) or Asbestos-Containing Building Materials (ACBMs).

i. The report shall present the locations, quantities, and conditions of these materials, as well as documentation for all sample materials that tested negative and the inspector's current license and certification numbers.

ii. The assessment shall include the following considerations:

1. Location and the amount of material, both in total quantity and as a percentage of the functional space.

2. Condition of the material, specifying:

a. Type of damage or significant damage (e.g. flaking, blistering, water damage, or other signs of physical damage).

b. Severity of damage (e.g. major flaking, severely torn jackets, as opposed to occasional flaking, minor tears to jackets).

c. Extent of spread of damage over large areas or large percentages of the homogeneous area.

3. Whether the material is accessible.

4. The material's potential for disturbance.

5. Known or suspected causes of damage or significant damage

(e.g. air erosion, vandalism, vibration, water).

iii. The inspector shall place the ACBM or ACBM assumed to be ACM into one of the following categories:

1. Damaged or significantly damaged thermal system insulation

ACM.

2. Damaged friable surfacing ACM.

3. Significantly damaged friable surfacing ACM.

4. Damaged or significantly damaged friable miscellaneous ACM.

5. ACBM with potential for damage.

6. ACBM with potential for significant damage.

7. Any remaining friable ACBM or friable suspected ACBM.

8. Nonfriable ACBM in good condition.

9. Damaged or significantly damaged nonfriable ACBM.

iv. All environmental testing, sampling, and reporting must strictly adhere to EPA, OSHA, and Massachusetts Department of Environmental Protection (MassDEP) regulations.
