About this opportunity
The Department of the Interior Bureau of Land Management has awarded contract 140L3626P0012 on April 14, 2026, for urgent repair and restoration of WMD security systems at its Dillon and Missoula facilities under a limited sources justification.
The contracting officer invoked unusual and compelling urgency under 41 U.S.C. 3304(a)(2) to justify other than full and open competition. Complete system failure at both facilities created critical security and access control vulnerabilities requiring immediate remediation. Market research identified six potential vendors; only Black Star Security Systems and Integrated Security Systems held required CCURE 9000 Software House certification and demonstrated system familiarity. Black Star's owner possesses unique institutional knowledge from involvement with the original system installation. The contracting officer solicited offers from both qualified vendors to maximize competition within practicable constraints, using GSA schedule prices as a benchmark for price reasonableness. Scope includes examination, diagnosis, repair and restoration of malfunctioning components; updates to CCURE 9000 software and associated licenses; and identification of additional hardware or software required to restore full operational capability including access control, intrusion detection, and alarm monitoring in compliance with Interagency Security Committee standards and federal physical security requirements. All work must be performed by a CCURE 9000 Software House-certified technician. The anticipated value is below $20,000. Performance location is at the Dillon and Missoula facilities. The procurement is intended as a bridge to restore critical systems while allowing preparation for future competitive acquisitions, with competitive specifications targeted for completion by Q4 FY26.
