About this opportunity

The U.S. International Trade Commission (USITC) has published a Special Notice announcing its intent to award a sole source Purchase Order to the Washington Metropolitan Area Transit Authority (WMATA) for transit subsidy services. This special notice, posted on April 24, 2026, is issued under the authority of FAR Subpart 6.302-1, which permits sole source awards when only one responsible source can satisfy agency requirements. The USITC has determined that WMATA is the only contract provider of authorized fare media products capable of meeting the agency's transportation subsidy needs for its employees in the Washington, D.C. metropolitan area. The procurement is valued above $25,000 and therefore requires posting to SAM.gov. This announcement is informational in nature and does not constitute a request for competitive quotations.

The procurement supports compliance with Executive Order 13150, which mandates that all federal agencies in the National Capital Region implement a transportation subsidy program for eligible employees. WMATA will provide the USITC's qualified and eligible employees with a monthly benefit allowance through its SmartBenefits program, which funds public mass transit commuting to and from work. The contract period of performance runs for twelve months from June 1, 2026 through May 31, 2027. While this is not a competitive solicitation, the government will accept any relevant information or comments submitted by May 27, 2026 at 5 PM ET, which should be directed to Contracting Officer Sumit Rana at Sumit.rana@usitc.gov. The government reserves the right to make a final determination regarding this sole source award based solely on its discretion.
