About this file
This is a Justification and Approval for Single Source Award (USITC-050, Rev. 4/2022) submitted by the U.S. International Trade Commission for a mass transit subsidy procurement.
The U.S. International Trade Commission's Office of Security and Support Services (Requiring Office) seeks to procure transit subsidy benefits in the form of mass transportation fare media products under requisition number ITC-6200-26-42. The procurement is justified as a single source award to the Washington Metropolitan Area Transit Authority (WMATA) for the SmartBenefits® program, which the justification identifies as the only responsible source capable of meeting the agency's requirements. Executive Order 13150, issued by President Bill Clinton on April 21, 2000, mandated that all Federal agencies in the National Capital Region implement a transportation subsidy program effective by October 1, 2000. The market research conducted confirms that WMATA is the only known mass-transit system in the Washington, D.C. metropolitan area capable of providing the required SmartBenefits® transit subsidy, with the maximum annual amount per eligible employee set by Congress. The justification was certified by Requiring Officer Tara Horton on April 24, 2026, and subsequently certified as accurate and complete by Contracting Officer Sumit Rana. The award is posted to SAM.gov due to its value exceeding $25,000.
