About this opportunity
The Naval Sea Systems Command, through the Naval Surface Warfare Center (NSWC) Crane, is soliciting quotations for brush segment assemblies under a sole source procurement (Solicitation N00164-26-Q-0135). The requirement encompasses 20 units of Brush Segment Assembly for QT-5307-A (Part Number 957237) and 10 units of Brush Segment Assembly for QT-5308-A (Part Number 949660), which are custom-engineered components for integration into the Multi-Spectral Targeting System's Turret Assembly Unit. The procurement is structured as a simplified acquisition under FAR Part 13, with pricing on a firm fixed-price basis. Key contract requirements include CMMC Level 1 cybersecurity maturity model certification, Buy American compliance, item unique identification, and standard representations and certifications regarding small business status and tax liability. All responses must be submitted through the System for Award Management (SAM.gov) by May 1, 2026, at 12:00 PM Eastern Time, with evaluation criteria focused on the sole-source justification regarding the exclusive authorization of Triman Industries as the OEM's authorized distributor.
This procurement is not subject to a small business set-aside. Triman Industries, Inc., located at 1500 MT. Kemble Avenue in Morristown, New Jersey, is the identified sole-source supplier due to exclusive licensing agreements and the impracticality of competitive procurement, given restrictive intellectual property rights, the absence of technical documentation for alternative sources, and the necessity for costly qualification testing. While no award value is specified in the solicitation notice, the contract represents supplies with a 210-calendar-day delivery timeline from award on a FOB Destination basis. Delivery is required to NSWC Crane's Supply Operations Building 41 Receiving at 300 Highway 361, Crane, Indiana 47522-5001. Although this is structured as a sole-source procurement favoring Triman Industries, the government has indicated that all other offerors may submit quotes for review, with the final determination to compete remaining solely within government discretion.
