About this opportunity
The Department of the Interior's Interior Business Center (IBC) has issued a Special Notice announcing its intent to award a firm-fixed price contract to Wipaire Inc. for a set of new Wipline 2100S floats to be installed on a Cub Crafters CC18 aircraft. The contract will be awarded on a sole source basis using Simplified Acquisition Procedures under Federal Acquisition Regulation 13. The procurement is specifically for replacing floats that are beyond economical repair for the Alaska Regional Office of Aviation Services (OAS). Wipaire Inc., located in South Saint Paul, Minnesota, has been identified as the sole vendor for these specific aircraft floats. The company is registered in SAM as a small business under NAICS code 336413 and sells directly to consumers without authorized retailers.
The primary objective of this Special Notice is to provide transparency in the sole source procurement process and allow potential alternative vendors an opportunity to respond. Contractors interested in providing similar equipment must submit their responses by December 6, 2024, at 2:00 p.m. EST via email to specified government contacts. Market research has already been conducted, including reviews of GSAAdvantage and other mandatory sources, which confirmed Wipaire Inc. as the only available vendor for these specific floats. The Notice of Intent to Award will be posted on SAM.gov for 10 days to provide an opportunity for other vendors to challenge the sole source determination. Eligibility is open to vendors who can demonstrate the ability to provide the exact Wipline 2100S floats (Part #: CC18-S001) for the Cub Crafters CC18 aircraft. The government retains sole discretion in determining whether to compete the proposed contract based on responses received during the notice period.
