SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

AUTHORITY: FAR 13.106-1(b)(1)

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 5 in support of the Alaska Regional Office of the Office of Aviation Services (OAS).

2. Description of supplies or services required to meet agency needs.

The Office of Aviation Services (OAS) requires a set of new Wipaire 2100S (Part #: CC18-S001) floats to be installed on a Cub Crafters CC18 aircraft (Tail #:

N192CC).

3. Identification of the single source to be solicited.

Wipaire Inc (UEI: GWRWA7SWABK6) 1700 Henry Ave South Saint Paul, Minnesota 55075-3500

4. Reason for Authority Cited

The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available IAW FAR 13.106-1(b)(1)(i). This requirement is a 100% small business set aside IAW FAR 13.003(b)(1).

5. Rationale.

The Office of Aviation Services (OAS) requires a set of new Wipaire 2100S (Part #:

CC18-S001) floats to be installed on a Cub Crafters CC18 aircraft. The set to be acquired will replace floats currently in use that are beyond economical repair.

6. Market Research.

Recent orders of items with identical NAICS and PSC codes were reviewed.

Knowledgeable government personnel from OAS were consulted about this need.

OAS personnel have an extensive knowledge on this particular item and the market conditions in their region. The manufacture of this product sells directly to consumers and do not utilize authorized retailers.
