About this opportunity
NASA's Shared Services Center intends to issue a sole source contract to WindShape, Inc. for WindShape Turbulence Reduction screens for use with the WindShape fan array, with interested organizations able to submit capabilities and qualifications by July 17, 2026 at 3:00 p.m. Central Standard Time to challenge the sole source determination. NASA has determined that WindShape, Inc. is the sole provider of these screens for the Ames WindShape fan array.
Performance will be located at NASA Ames Research Center, Building M45, Moffett Field, California. The procurement will be conducted as a commercial item acquisition under FAR 12.102(a) and FAR Part 12. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences; the PSC is AJ11, General Science And Technology R&D Services.
The screens must be custom-sized to the exact dimensions of the Ames WindShape, attach using conventional T-rail connectors, stack with each layer providing calibrated turbulence reduction, and withstand high wind speeds from the fan array. Delivery is required within six weeks of purchase to the NASA Ames Receiving Warehouse. The screens will be used by Code A researchers to simulate urban air mobility environments with controlled turbulence intensity for rotorcraft testing and vertiport model evaluations.
Interested organizations must submit written capabilities and qualifications only; oral communications will not be accepted. The government retains sole discretion to determine whether to proceed competitively based on submitted responses. NASA FAR Supplement Clause 1852.215-84, Ombudsman, applies. Synopsis:
NASA/NSSC has a requirement for WindShape Turbulence Reduction screens for use with WindShape fan array.
NASA/NSSC intends to issue a sole source contract to WINDSHAPE, INC. 1211 W 36TH ST N Tulsa, Oklahoma 74127-1517 United States under the authority of FAR 12.102(a). It has been determined that WINDSHAPE, INC. is the sole provider of WindShape Turbulence Reduction screens for use with Ames WindShape fan array.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Ames Research Center (ARC).
The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial.
The NAICS Code for this procurement is 541715.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 7/17/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
