About this opportunity
The National Oceanic and Atmospheric Administration seeks commercial construction services for window replacements at the National Weather Service Weather Forecast Offices in Medford, Oregon and Flagstaff, Arizona, with quotations due August 25, 2026. This is a Total Small Business set-aside, firm-fixed-price purchase order on an all-or-none basis.
The work encompasses replacement of 24 windows at the Medford facility (4003 Cirrus Drive, Medford, OR 97504) and 19 windows at the Flagstaff facility (49 Hughes Avenue, Bellemont, AZ 86015). All windows must be dual-pane with tempered glass, shatter-resistant Low-E film, and energy efficiency exceeding ASHRAE 90.1 by 30 percent where life-cycle cost-effective. Windows must meet ANSI Z97.1 safety glazing and AAMA/WDMA/CSA 101/I.S.2/A440 structural performance standards. Frames must be aluminum with thermal breaks; gas fill should be Argon or Krypton. The contractor shall verify all measurements, remove and reinstall blinds, ensure water-tight and energy-efficient installation, and provide three tinting recommendations to the Contracting Officer's Representative for approval. Period of performance is 120 calendar days after notice to proceed, with work beginning within ten business days of award.
Prevailing wage requirements apply under the Davis-Bacon Act. The Medford location is subject to Jackson and Josephine Counties, Oregon rates; the Flagstaff location is subject to Coconino, Mohave, and Yavapai Counties, Arizona rates. Both locations include Executive Order 13706 paid sick leave (one hour per 30 hours worked, up to 56 hours annually) and Executive Order 13658 minimum wage requirements.
Offerors must submit an Asbestos-Containing Materials Certification, technical approach, relevant window replacement experience, and two past-performance references from similar contracts within the past two years. Evaluation prioritizes non-price technical factors (technical approach, experience, past performance) significantly over price. Payment terms are Net 30. NAICS code is 238150; PSC code is Z1AA.
