About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 is seeking window re-caulking services to address water infiltration issues at the Eugene J. Towbin Veterans' Healthcare Center in North Little Rock, Arkansas. The contractor must remove existing caulk and vinyl from all windows in the courtyard area of Building 170 and re-caulk the areas to prevent water from entering restrooms G101A and G101B. The contractor is responsible for furnishing all labor, materials, tools, equipment, and transportation, as well as providing staging equipment to access window frames and potentially disassembling and reassembling a metal awning if necessary to reach certain vertical frames. No specific evaluation criteria are detailed in the pre-solicitation notice. The official solicitation is expected to follow, with a mandatory site visit scheduled for January 28, 2026, at 10:00 a.m. CST, requiring RSVPs by January 27, 2026, at 5:00 p.m. CST to Marcus.Gasper@va.gov.

This opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), limiting competition to qualified firms in this category. No incumbent contractor or award value is identified in the pre-solicitation materials. Equipment delivery must be completed within 30 days of contract award, Monday through Friday, excluding federal holidays, between 8:00 a.m. and 4:30 p.m. Payment will be made only after delivery, installation, testing, and government acceptance of the work. The contractor must comply with federal confidentiality requirements, records management regulations, and Privacy Act provisions, and is prohibited from accessing VA computers or patient health information. The statement of work provided is noted as a draft subject to changes prior to the official solicitation posting.

Notice text

Background: The sealant beneath the metal trims is beginning to lose its firmness in courtyard 1 of BLDG 170, causing water to infiltrate into rooms G101A and G101B, the men’s and women’s restroom. A sealant was used on the membrane, above the restroom ceiling and below the courtyard, but leaks are still visible.

Scope: The contractor shall furnish all labor, materials, tools, equipment, transportation to remove existing caulk and vinyl out of all the windows in the courtyard area and to re-caulk the area at Eugene J. Towbin Veterans’ Healthcare Center at 2200 Fort Roosts Dr, North Little Rock, AR 72114. Contractor is responsible for all Staging equipment, or equipment necessary to reach each window frame. If required, the contractor is also responsible for disassembling and reassembling the metal awning above the entrance to the courtyard, as it’s connected to some of the vertical frames and it may prevent contractors from accessing some of the window frames.

Delivery: Vendor shall deliver equipment no later than 30-days from the date of award.

One unit to be delivered to each of the following sites Monday – Friday (Excluding National Holidays), 8am – 4:30pm:

Central Arkansas Veterans Healthcare System

2200 Fort Roosts Dr

North Little Rock, AR. 72114

A site visit for this requirement will be held on Wednesday 1/28/26 @ 10:00am CST at the address stated above.  All who plan to attend must RSVP to Marcus.Gasper@va.gov no later than Tuesday 1/27/28 @ 5:00 pm CST.  Please note that the attached SOW is a draft and is subject to future changes and/or updates prior to the posting of the official solicitation.
