About this opportunity
U.S. Army Contracting Command-Redstone issued a Request for Information on behalf of the U.S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA) for market research on wind tunnel capabilities, with responses due by June 25, 2026 at 2:00 PM Eastern Time. This RFI does not constitute a commitment to contract or promise of a future solicitation.
The Army seeks to procure two wind tunnels to support overseas calibration and testing services at TMDE Support Centers in Kaiserslautern, Germany and Camp Carroll, South Korea. The equipment will reduce turnaround times for industrial hygiene and chemical testing facilities requiring hot-wire anemometer calibration and support. Required technical specifications include air speed generation from 1.5 to 50 m/s, test chamber cross-sections of 4 by 4 inches minimum to 12 by 12 inches maximum, turbulence intensity not exceeding 1 percent, assembled dimensions not exceeding 10 by 3 by 6 feet (passable through a 32-inch door), motor noise not exceeding 90 decibels at 50 m/s, and 220V 16A single-phase power. Air speed measuring equipment must achieve total measurement uncertainty of 0.75 percent or less. Software must support organic calibration, report wind speed readings, correct for pressure and temperature variations, export test data, and operate without annual subscriptions or online connectivity requirements.
Respondents must provide company name, business size, socio-economic status, points of contact, CAGE Code, and UEI. Classified under PSC 6636 and NAICS 334519.

10. Description: The U.S. Army Contracting Command-Redstone, Operations, Services, & Training Division, plans to obtain information to serve as market research to help identify potential sources that can provide a brand name purchase of two (2) Wind Tunnels that will be used by USATA Engineers and Technicians to provide OCONUS support to customers owning wind speed measuring devices (hot-wire anemometers). Industrial hygiene and chemical testing facilities are impacted by the increased turn-around time of sending their equipment to the APSL. The Wind Tunnels shall include the following specifications or equivalent (if not brand name):
Requirements:
- The wind tunnel shall generate air speeds ranging from 1.5 to 50 m/s.
- Air speed measuring equipment shall be provided and shall have a total measurement uncertainty less than or equal to 0.75% of reading.
- The wind tunnel test chamber shall have cross sectional dimensions of 4 x 4 inch at minimum, and 12 x 12 inch at maximum.
- The wind tunnel shall produce turbulence intensity that is less than or equal to 1%.
- The wind tunnel shall have maximum dimensions of 10 x 3 x 6 feet LWH when assembled. The wind tunnel shall be able to fit through a standard 32-inch width door.
- The wind tunnel design shall be open circuit if a closed-circuit design is not available within budget.
- For designs greater than 45 kg, the wind tunnel shall be built on a frame with casters.
- The wind tunnel’s motor shall not exceed 90 dB when generating speeds of 50 m/s.
- The wind tunnel’s motor shall be powered on a 220V 16A single phase line.
Support and Accessories
- The wind tunnel shall be shipped to TMDE Support Center (TSC) Kaiserslautern, Germany and TSC Camp Carroll, South Korea.
- Measuring equipment requires organic calibration support. Any calibration procedure/software required shall be provided.
- All software shall not require an annual subscription or online connection. If software does not have a transferable license, a computer shall be provided to operate it.
- Operating software shall be able to report standard and actual wind speed. It shall also be able to correct for different pressure and temperature conditions.
- Operating software shall be able to export data from test runs.
11. Place of Contract Delivery: TMDE Support Center (TSC) Kaiserslautern, Germany and TSC Camp Carroll, South Korea
12. Set Aside: TBD
