About this file
This is a Request for Information (RFI) issued by U.S. Army Contracting Command-Redstone in support of the U.S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA) for market research purposes. The RFI is conducted under FAR 15.201(e) and does not constitute a commitment to contract or promise of a future solicitation. The reference number is PANRSA-26-P-0000-037538, and responses are due by 25 June 2026 at 2:00 PM Eastern Time. Interested parties should submit responses via email to Contracting Officer Portia R. Sampson (portia.r.sampson.civ@army.mil) or Contract Specialist Skylar R Summerprince (skylar.r.summersprince.civ@army.mil). The set-aside status is listed as TBD.
The procurement concerns two (2) wind tunnels classified under PSC 6636 (Environmental Chambers and Related Equipment) and NAICS code 334519 (Other Measuring and Controlling Device Manufacturing). The wind tunnels will support OCONUS operations at TMDE Support Center Kaiserslautern, Germany and TMDE Support Center Camp Carroll, South Korea, serving industrial hygiene and chemical testing facilities. Key technical specifications include air speed generation from 1.5 to 50 m/s, test chamber cross-sectional dimensions of 4 x 4 inches minimum to 12 x 12 inches maximum, turbulence intensity not exceeding 1%, maximum assembled dimensions of 10 x 3 x 6 feet (capable of fitting through a 32-inch door), motor noise not exceeding 90 dB at 50 m/s, and 220V 16A single-phase power. Air speed measuring equipment must have total measurement uncertainty ≤0.75% of reading. Design preference is open circuit if closed-circuit is unavailable within budget. Units exceeding 45 kg must be equipped with a frame and casters. Software must support organic calibration, report standard and actual wind speed, correct for pressure and temperature conditions, export test data, and not require annual subscriptions or online connections; if software lacks transferable licensing, a computer must be provided. Respondents must provide full company name, business size, socio-economic status, points of contact, CAGE Code, and Unique Entity Identifier (UEI).

10. Description: The U.S. Army Contracting Command-Redstone, Operations, Services, & Training Division, plans to obtain information to serve as market research to help identify potential sources that can provide a brand name purchase of two (2) Wind Tunnels that will be used by USATA Engineers and Technicians to provide OCONUS support to customers owning wind speed measuring devices (hot-wire anemometers). Industrial hygiene and chemical testing facilities are impacted by the increased turn-around time of sending their equipment to the APSL. The Wind Tunnels shall include the following specifications or equivalent (if not brand name):
Requirements:
• The wind tunnel shall generate air speeds ranging from 1.5 to 50 m/s.
• Air speed measuring equipment shall be provided and shall have a total measurement uncertainty less than or equal to 0.75% of reading.
• The wind tunnel test chamber shall have cross sectional dimensions of 4 x 4 inch at minimum, and 12 x 12 inch at maximum.
• The wind tunnel shall produce turbulence intensity that is less than or equal to 1%.
• The wind tunnel shall have maximum dimensions of 10 x 3 x 6 feet LWH when assembled. The wind tunnel shall be able to fit through a standard 32-inch width door.
• The wind tunnel design shall be open circuit if a closed-circuit design is not available within budget.
• For designs greater than 45 kg, the wind tunnel shall be built on a frame with casters.
• The wind tunnel’s motor shall not exceed 90 dB when generating speeds of 50 m/s.
• The wind tunnel’s motor shall be powered on a 220V 16A single phase line.
Support and Accessories
• The wind tunnel shall be shipped to TMDE Support Center (TSC) Kaiserslautern, Germany and TSC Camp Carroll, South Korea.
• Measuring equipment requires organic calibration support. Any calibration procedure/software required shall be provided.
• All software shall not require an annual subscription or online connection. If software does not have a transferable license, a computer shall be provided to operate it.
• Operating software shall be able to report standard and actual wind speed. It shall also be able to correct for different pressure and temperature conditions.
• Operating software shall be able to export data from test runs.
