About this opportunity
The Department of the Navy Naval Air Systems Command (NAVAIR) has issued a Special Notice regarding a sole source purchase order for Wind River Software License. The notice, posted on April 29, 2025, with a response deadline of May 1, 2025, is specifically for Fleet Readiness Center Southeast (FRCSE). The procurement is focused on acquiring end-of-life software products VxWorks 5.3 and Tornado T1.0.1 directly from Wind River Systems, Inc., the original equipment manufacturer (OEM). This procurement is being conducted under Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), which allows for sole source acquisition when only one source is reasonably available. The notice explicitly states that this is not a competitive solicitation but provides an opportunity for other sources to submit capability statements.
Contractors interested in this opportunity can submit a capability statement within five calendar days of the notice's publication to potentially influence the procurement process. The primary objective is to procure specialized software directly from Wind River Systems, which owns all proprietary rights and does not partner with resellers for these specific software products. While this is a non-competitive notice, the government will consider any capability statements received to determine whether a competitive procurement might be warranted. The point of contact for this requirement is LCDR Ryan Cram, who can be reached at ryan.m.cram.mil@us.navy.mil. The notice emphasizes that the government retains sole discretion in determining whether to proceed with a competitive procurement based on received responses. Potential respondents should understand that submission of a capability statement does not guarantee competition or future contract opportunities.
