About this opportunity
The Department of the Interior National Park Service Midwest Region is soliciting quotes for exterior painting services at Hot Springs National Park in Hot Springs, Arkansas. The work encompasses painting the exteriors of six structures, including two historic two-story residential quarters with detached garages built in 1930-1933, a historic 1912 colonial revival Medical Director's Residence, and three non-historic buildings (East and West Garage, Bally Building, and Surplus Building), totaling approximately 13,764 square feet of painted surfaces. The contract requires strict adherence to historic preservation standards, surface preparation including scraping and sanding, substrate repairs, window re-glazing, and application of paint systems compliant with Master Painters Institute standards. Contractors must be technically qualified and demonstrate past performance on similar exterior painting projects completed within the past three years through submission of completed SF 1442 forms and an Experience Questionnaire. Evaluation will be based on technical capability and experience as well as pricing using simplified acquisition procedures, with award to the responsible offeror providing best value to the Government. A mandatory site visit is scheduled for March 24, 2026, at 9:00 a.m. CDT, and all quotations must be submitted electronically by April 14, 2026, at 1:00 p.m. local time.
This procurement is designated as a 100% total small business set-away with a size standard of $19 million under NAICS code 238320 (Painting and Wall Covering Contractors). The contract is a firm-fixed-price award to be made under FAR Part 13 Simplified Acquisition Procedures with no incumbent contractor identified. The contractor must furnish a payment bond equal to 100% of the final contract award amount and comply with prevailing wage rate requirements established by the Department of Labor for Garland County, Arkansas, with hourly wage rates ranging from $12.37 to $34.41 plus fringe benefits up to $23.92 per hour. Work must commence within 10 calendar days of receiving the Notice to Proceed and be completed within 90 calendar days, with on-site work restricted to 8 a.m. to 4 p.m. Monday through Friday.
