About this opportunity
The National Park Service Midwest Region seeks replacement of approximately 1.7 miles of boundary fence at Wind Cave National Park along US Highway 385 in South Dakota, with sealed bids due July 30, 2026, at 11:00 AM Mountain Daylight Time. The procurement is set aside 100% for small business concerns and is a firm fixed-price invitation for bid.
Place of performance is Wind Cave National Park, located approximately four miles north of Hot Springs, South Dakota. The project involves removing and replacing existing fence with galvanized steel round posts, high-strength woven wire mesh suitable for bison livestock, aircraft cabling, and three steel-framed hinged permanent swing gates. The contractor must obtain a no-cost South Dakota Department of Transportation right-of-way permit and conduct a field staking survey by a licensed South Dakota surveyor to ensure fence installation 6 inches into NPS land from the surveyed boundary. The new fence will protect and manage the park's genetically pure American Bison herd by maintaining a barrier against exterior zoological diseases and preventing livestock from straying onto private lands and highways.
The base work covers approximately 5,340 linear feet with 120 calendar days to completion, excluding winter work stoppage from approximately mid-November through late March. Two optional line items are available: Option 1 for approximately 1,290 linear feet and Option 2 for approximately 2,010 linear feet, each with an additional 45-day performance period if elected. Contractors must begin performance within 10 days of notice to proceed. The NAICS code is 238990, All Other Specialty Contractors, with a $19 million size standard. Bid guarantee is 20 percent of bid price or $3 million, whichever is less. Performance and payment bonds totaling 100 percent of contract price are required within 10 days of award. Davis-Bacon Act wage rates apply, along with Executive Order 14026 minimum wage of $15.00 per hour and Buy American statute requirements for construction materials. A site visit is scheduled for July 14, 2026, at 10:00 AM MDT. Written questions are due July 17, 2026.
