About this opportunity

This solicitation seeks proposals for seismic and safety upgrades to the Willamette Falls Locks in Clackamas County, Oregon. The U.S. Army Corps of Engineers Engineering District Portland will award a fixed-price construction contract valued between $5-10 million to install rock anchors in the gate monoliths and concrete walls. The purpose is to increase stability during seismic events while maintaining existing water flows. Proposals are due September 12, 2022 and will be evaluated using best value tradeoff procedures considering technical approach, past performance, and price. The period of performance is October 2022 to January 2025.

This is a total small business set-aside. The NAICS code is 237990 and PSC code is R499. The place of performance is Oregon City, Oregon. Work will involve minimum repairs to reduce risks of uncontrolled release from the locks pool in the event of an earthquake. Retrofits will provide downward force and inter-layer friction resisting sliding without impacting aquatic corridor flows near the endangered-species sensitive Willamette Falls.

Update #3 · Latest ·

Amendment 0002: The reason for Amendment 0001 is to update Specifications Section 31 68 13.00 25 - Soil and Rock Anchors, Paragraph 3.1.8 Waterproofing Anchor Holes.

Amendment 0001: The reason for Amendment 0001 is to provide pictures from the site visit, and to update Specifications Section 02 32 00.00 25, Paragraph 1.3.5., to clarify timing of geotechnical and structural sampling.

Project Scope: The project is located at the Willamette Falls Locks in Clackamas County, Oregon. This project will provide minimum repairs to reduce risks of an uncontrolled release of the Willamette Falls pool in the event of a seismic event and meets the constraint of maintaining the existing flow within the aquatic corridor near and around the Willamette Falls for Endangered Species Act related concerns. The gate monolith seismic retrofits will be accomplished with vertical rock anchors at a spacing and size to increase the downward force on the masonry layers. The increased downward force would increase the inter-layer friction to resist sliding while not adversely affecting the overturning capabilities of the monolith. Rock anchors will be installed for the concrete wall retrofit and will be the same as the anchors for the gate monolith retrofit.

Contract Period of Performance: The estimated Period of Performance for this contract is October 2022 to January 2025.

Magnitude of Construction: The estimated cost of the project is between $5,000,000 and $10,000,000.

Acquisition Strategy: The solicitation is a request for proposal (RFP). Best Value/Trade Off source selection process will be used in the evaluation of proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single fixed-price contract.

System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of bids and prior to receiving an award.

THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
