About this opportunity

The Department of Homeland Security/Federal Emergency Management Agency/U.S. Fire Administration (DHS/FEMA/USFA) has issued a Special Notice for a sole source purchase order with the Society of Fire Protection Engineers (SFPE) to provide a premier training program on Wildland Urban Interface Risk Assessment & Mitigation for the Fire Service. The objective is to address the limitations of current fire assessments based on simple checklists by providing fire departments with a more flexible and informed approach to assessing and mitigating WUI incidents.

The Special Notice indicates that SFPE has uniquely developed software and specialized knowledge in this area, making them the only known organization capable of providing the required services. Interested parties are instructed to submit capability statements with technical data and cost information by July 12, 2024. The purchase order will be awarded using simplified acquisition procedures under FAR Part 13, and a determination by the government not to compete based on the responses received is solely at their discretion.

Notice text

The Department of Homeland Security/Federal Emergency Management Agency/U.S. Fire Administration (DHS/FEMA/USFA) intends to negotiate and award a purchase order on a sole source basis with the Society of Fire Protection Engineers (SFPE) 9711 Washington Blvd, Suite 380, Gaithersburg MD 20878

The SFPE uniquely developed software for wildfire risk assessment with high tech systems for determining mitigation strategies.  There are no other software applications with these capabilities and proficiencies for managing a community’s risk for WUI incidents.  The SFPE has specialized knowledge and training material content for fire mitigation strategies in the Wildland urban Interface (WUI).

Currently, many Wildland Urban Interface Risk Assessment & Mitigation for the Fire Service fire assessments are based on simple checklists that don’t provide fire departments with the flexibility they need to make informed recommendations on assessment and mitigation in the field. The proposed action is to provide students with the opportunity to attend SFPE premier training program Wildland Urban Interface Risk Assessment & Mitigation for the Fire Service.

FEMA determined that the SFPE is uniquely qualified to perform this work.  This purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13.

This notice is NOT a request for quotation (RFQ) for competitive quotes/proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services.  All capability statements received by the closing of this notification of this synopsis will be considered by the Government.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Based on the above information, the only organization known which can provide technically acceptable services is SFPE.
