About this opportunity
The Naval Air Warfare Center, Aircraft Division seeks manufacturing of 15 Wideband Satcom AAU Lifting Adapters, part number 4091AS0125-1, with proposals due September 29, 2026. The procurement is a Total Small Business set-aside.
Place of performance is the United States. The requirement is build-to-print manufacturing to specification drawing 4091AS0125-1. All offerors must hold current DD Form 2345 certification and Level 2 CMMC certification to access the controlled unclassified information technical data package. The contractor must maintain an ISO 9001-compliant production quality assurance system; a prime contractor itself must hold this certification and may not rely solely on a subcontractor's ISO 9001 compliance.
Deliverables span four CLINs: 12 units for domestic USN use (CLIN 0001) with delivery by December 31, 2026; and 1 unit each for P58 Program (CLIN 0002), L3 Integrated Aerospace Systems (CLIN 0003), and AAR Corporation (CLIN 0004), all with delivery by December 31, 2026. Manufacturing must comply with MIL-STD-130N for identification marking, ASTM D3951-18 for packaging, MIL-STD-129R for shipping markings, and MIL-STD-1366E for transportability. Contractors must provide DoD unique identification for each unit and submit Item Unique Identification data to the IUID registry.
Amendment 0005, posted September 17, 2026, extends the closing date to September 29 and clarifies that offerors must price for 15 total units. The amendment adds FAR clause 52.246-11 (Higher-Level Contract Quality Requirement) requiring compliance with higher-level quality standards and flow-down of applicable requirements to lower-tier subcontracts for critical and complex items. Award is made to the responsible offeror proposing the lowest total price meeting all technical and compliance requirements. NAICS code 334220; PSC 5985.

*Amendment 0005 was posted on 17 September 2026 with a closing date of 29 September 2026.
1. Quantity: the solicitation Section B and SOW show 15 total units across CLINs 0001-0004 (12 + 1 + 1 + 1), while the SAM notice
description states four units. Should offerors price 15 total units as shown in Section B?
The offers should price for 15 units as shown in Section B.
2. Delivery: Amendment 0004 moves the quotation closing date to September 29, 2026, while Section F still requires CLIN 0001 delivery on or before September 30, 2026. Will the CLIN 0001 delivery date be revised?
Amendment 0005 shows a pushed out date of 31 December 2026. This is just an estimated fill in date until a quote is recieved with a lead time.
3. Manufacturing / QA: Section C requires the Contractor to manufacture to print and have a production QA system compliant with
ISO 9001. If a small-business prime uses a qualified ISO 9001 contractmanufacturer to perform the build-to-print fabrication, is the
manufacturer’s compliant QA system sufficient, or must the prime contractor itself maintain the ISO 9001 production QA system?
The Prime contractor itself needs to have and maintain the ISO 9001 production QA system.
