About this opportunity

The Naval Air Warfare Center, under the Department of the Navy, issued a Request for Quotation (RFQ) for the production and delivery of 12 Wideband Satcom AAU Lifting Adapters (Part Number 4091AS0125-1) for the P-8A Poseidon Program. This is a Firm-Fixed Price contract requiring manufacturers to build-to-print using government-provided, export-controlled technical drawings, with all offerors required to obtain and maintain a certified DD Form 2345 to access the specifications. Key contract requirements include ISO 9001 quality assurance compliance, item unique identification marking per MIL-STD-130N, packaging per ASTM D3951-18 standards, and government inspection by the Defense Contract Management Agency (DCMA). The award will be made to the lowest-price, technically acceptable offeror based on lowest-price evaluation criteria, with past performance assessed using the Supplier Performance Risk System (SPRS) and ratings of Dark Blue, Purple, Green, or Yellow deemed acceptable. The original proposal deadline was September 9, 2025, which was extended to September 26, 2025, though the solicitation was ultimately cancelled on December 3, 2025, with no further action to be taken.

This opportunity was designated as a Total Small Business set-aside under NAICS code 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing). The contract required delivery within 180 days after contract award to DLA Distribution Susquehanna in Mechanicsburg, Pennsylvania, with inspection and acceptance occurring at the destination rather than the source. No incumbent contractor or award value was specified in the solicitation documents. Offerors were required to maintain an active System for Award Management (SAM) registration, demonstrate small business status, and submit a valid Militarily Critical Technical Data Agreement prior to contract consideration. All unsuccessful offerors were obligated to destroy all export-controlled data received and provide signed proof of destruction to the Procurement Contracting Officer.
