About this opportunity
The Naval Research Laboratory (NRL) under the Department of the Navy's Office of Naval Research has published a Special Notice of Intent regarding a sole source cost-plus fixed-fee contract for continued support of the Wide Field Imager for Parker Solar Probe (WISPR). This notice is posted to comply with Federal Acquisition Regulation (FAR) Subpart 5.2 and Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1, and identifies Southwest Research Institute as the intended contractor. The Navy has determined that only one responsible source can satisfy the agency's requirements for this specialized effort, which involves coronal tomography and remote diagnosis of the Sun's corona using observational data from WISPR aboard NASA's Parker Solar Probe. No competitive solicitation will be issued; however, the notice provides an opportunity for other qualified firms to submit written objections or capability statements.
The primary objective of this contract is to advance the scientific exploitation of WISPR data through the development of algorithmic tools and analysis methods for studying coronal features, solar wind variability, and dust impact phenomena. Interested firms must submit written notification to the Contract Specialist within 15 days of the February 12, 2026 publication date, with supporting evidence demonstrating sufficient developmental experience and capability to perform the work. Any responsible source may submit a capability statement or proposal for consideration, though the final decision to compete the procurement remains solely at the Government's discretion. The contract will span a 12-month base year with four optional 12-month extension years and requires deliverables including open-source software tools in standard formats, peer-reviewed scientific publications, conference presentations, and participation in Parker Solar Probe science meetings and coordination activities.
