About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is conducting market research to identify potential vendors for the procurement of Whole Health Intellect Shockwave Machines for the Amarillo Texas VA Healthcare facility. The procurement specifically requires two Chattanooga Intellect Focus Shockwave Sets to be delivered to the Amarillo VA Medical Center and Lubbock Outpatient Clinic for treating chronic proximal plantar fasciitis through extracorporeal shock wave technology. Key contract requirements include on-site delivery and installation during regular business hours, attendance at a project kickoff meeting, and provision of clinical and biomedical staff training within seven days of contract award. The government is currently seeking information about vendors' business size designations, specifically whether companies qualify as Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), or Small Business entities. Interested vendors must respond by Tuesday, August 26, 2025, though quotes are not being requested at this pre-solicitation stage.

This procurement does not utilize any set-aside designations and no incumbent contractors are identified in the notice. The SOW specifies procurement of exactly two shockwave machine sets, each including multiple accessories such as stand-offs, closing rings, handpieces, water bags, silicone oil, operating manuals, power cords, and handpiece holders. The equipment features enhanced energy range of 0.01-0.55mJ/mm2, frequency range of 1-8Hz, and 4.7-inch tissue penetration capability with LCD touch screen operation. Each unit comes with a standard 12-month warranty, with options available for extended 3-5 year warranties covering parts, labor, supplies, travel costs, and user support. The contractor must complete installation and training within seven days of contract award, with specific security and privacy protocols required for personnel accessing VA facilities. No budget ranges or award values are disclosed in this pre-solicitation notice.
