About this opportunity
The U.S. Army Corps of Engineers, Kansas City District has issued a Special Notice regarding two upcoming acquisition plans and solicitations for B-21 infrastructure projects at Whiteman Air Force Base. The notice specifically focuses on preparing for the construction of a Radio Frequency Hangar and a Weapons Release System Storage (WRSS) facility. To engage with potential contractors, the Corps will host a webinar on 14 May 2025 at 1:00 PM CST to collaborate on project details and gather industry input. The event is part of a larger B-21 program that encompasses 22 total projects, including 8 Military Construction and 14 Facility Sustainment, Restoration, and Modernization projects. The total estimated budget for these projects is approximately $600 million and will run through fiscal year 2032.
The primary objective of this Special Notice is to solicit feedback from prime contractors to refine the acquisition strategy for these critical infrastructure projects. Interested contractors must RSVP by submitting company details to david.f.miller@usace.army.mil no later than Monday, 12 May 2025. The webinar will include a government presentation and an opportunity for industry-directed questions, with written responses targeted for the end of May 2025. Both the WRSS and RF Hangar projects are planned as Design-Bid-Build procurements with Firm Fixed Price contracts, with project magnitudes ranging from $10-25 million for WRSS and $25-100 million for the RF Hangar. The projects are scheduled for advertisement in the 1st Quarter of FY26 and award in the 3rd Quarter of FY26, with draft evaluation factors including Performance Confidence, Management Approach, Technical Approach, and Price.
