About this file
These are the presentation slides for the U.S. Army Corps of Engineers (USACE) Industry Webinar for the B-21 (Raider) Program at Whiteman Air Force Base, scheduled for 14 May 2025. The program involves 22 total projects, including 8 Military Construction (MILCON) and 14 Facility Sustainment, Restoration, and Modernization (FSRM) projects, with an estimated budget of approximately $600 million running through FY32. Two primary projects are highlighted: the Weapons Release System Storage (WRSS) and the Radio Frequency (RF) Hangar, both planned for Design-Bid-Build (DBB) procurement with Firm Fixed Price (FFP) contracts.
The WRSS project involves constructing an addition to building 5208 for a new Armament Storage Facility, with a project magnitude of $10-25 million and a 540-calendar day performance period. The RF Hangar project will construct a 57,532 square foot facility with classified and unclassified spaces, with a project magnitude of $25-100 million and a 900-calendar day performance period. Both projects are scheduled for advertisement in the 1st Quarter of FY26 and award in the 3rd Quarter of FY26. The draft evaluation factors include Performance Confidence, Management Approach, Technical Approach, and Price, with USACE seeking industry feedback on procurement details through David Miller, the Contracting Specialist for the Kansas City District.

• Is it realistic to ask for 3 to 5 projects completed as the prime contractor within the past 7-years?
• Are each project’s relevancy examples realistic and helpful? If not, what needs to be improved?
• What are reasonable goals for the small business participation factor (as a percent of subcontracted work)?
• Will the draft submission and evaluation criteria work as discriminators to help us award to a qualified best-value contractor? If not, what needs to be improved and why?
• What is a realistic amount of time to hold the FFP option prices?
• Do you have any concerns participating in these procurements?
• Do you plan on participating in these procurements?
