About this opportunity

The Bureau of Land Management (BLM) National Office is issuing a Pre-Solicitation Notice for Wild Horse and Burro Off-Range Corral (ORC) support services across six separate regions in the Eastern States, with solicitations anticipated to be released on February 19, 2026 and closed by April 20, 2026. The procurement encompasses animal care and facility management services, requiring contractors to provide and maintain off-range corrals capable of housing 120-400 wild horses and burros annually, including fenced facilities, quarantine and holding pens, care and feeding, hoof trimming, veterinary services, infrastructure maintenance, animal sorting and loading, and land, feed, minerals, and water supply. Contractors must complete the BLM's mandatory Corral Animal Welfare Program (CAWP) training annually and maintain active registration in the System for Award Management (SAM). Selection will be based on technical capability, past performance, small business participation and subcontracting plans, and price using a best value source selection approach. All inquiries should be directed to Lisa Turner, the Contracting Officer, at lturner@blm.gov at BLM Headquarters in Denver, Colorado.

This procurement is not designated as a set-aside and will be awarded on a competitive basis. The contract will be structured as a Firm-Fixed Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with an anticipated performance period of five years, from July 1, 2026 through June 30, 2031. The BLM anticipates awarding one or more contracts per region, with six separate regions identified for procurement: Region 1 (Kentucky, Tennessee, West Virginia, Virginia, North Carolina); Region 2 (Iowa, Missouri, Illinois, Indiana, Ohio); Region 3 (Arkansas, Louisiana, Mississippi); Region 4 (Minnesota, Wisconsin, Michigan); Region 5 (Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode Island, New York, Pennsylvania, Delaware, New Jersey, Maryland); and Region 6 (Florida, Georgia, Alabama, South Carolina). No budget range or specific award value has been disclosed in this pre-solicitation notice, and no incumbent contractors are identified.
