This is a Women-Owned Small Business set-aside IDIQ contract for five years (base year plus four one-year options) with a cumulative maximum value of $3,500,000 and a $10,000 minimum order guarantee.

Place of performance is the Region 6 states. Contractors must demonstrate at least 7.5 years of prior land control. Animals must be maintained at Henneke condition score 5-7, fed 2–3% of body weight daily on quality hay, and provided hoof trimming (2–3 times annually) and carcass disposal. Veterinary care, hoof trimming, feed, and all animal health costs are contractor responsibility and must be incorporated into unit pricing; the government does not fund infrastructure, equipment, or capital improvements.

The contract uses firm-fixed-price CLINs: per-horse per-day care (365 days annually), veterinary services (not to exceed $350 per animal per year), hoof trimming (estimated 50 animals per year), and carcass disposal (estimated 3 per year). Contractors must obtain Workers' Compensation, Employer's Liability of at least $100,000 per accident, Commercial General Liability with minimum $500,000 bodily injury coverage, and Automobile Liability of $200,000 per person and $500,000 per occurrence.

Evaluation weighs technical capability, past performance (within 15 years), small business participation (minimum 42% small business overall, including 5% SDB, 5% WOSB, 5% SDVOSB, and 3% HUBZone), and price. Proposals are submitted in five volumes (business, technical [max 50 pages], past performance, small business participation, pricing) to lturner@ios.doi.gov. NAICS 115210; PSC F016.
