About this opportunity

The Bureau of Land Management (BLM), an agency within the Department of the Interior, is seeking to procure Wild Horse and Burro Off-Range Corral (ORC) support services across six separate regions in the Eastern States through a Request for Proposal (RFP). The contracted services will include providing and maintaining off-range corrals capable of housing 120-400 wild horses and burros annually, along with comprehensive animal care, feeding, facility maintenance, veterinary services, and hoof trimming. Contractors must complete the BLM's mandatory Corral and Adoption Work Program (CAWP) training annually and maintain active System for Award Management (SAM) registration. Selection will be based on technical capability, past performance, small business participation and subcontracting plans, and price using a best value source selection process. The solicitation is expected to be released between February 19, 2026, and April 20, 2026, with proposal close dates following accordingly.

The contract will not utilize any set-aside designations and will be structured as a Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) award with an anticipated period of performance from July 1, 2026, through June 30, 2031 (five years). The BLM anticipates awarding one or more contracts per region across the six designated Eastern States regions, which span from Maine to Florida and encompass 27 states in total. No information regarding potential incumbents, current contractors, or specific award values or budget ranges has been disclosed in this pre-solicitation notice. Contractors interested in pursuing these opportunities should monitor for the formal RFP release and direct inquiries to Contracting Officer Lisa Turner at lturner@blm.gov or contact the Denver Federal Center.
